By their nature - thieves - steal, regardless of security, thats why they're thieves. Surely the issue is addressing the free for all scrap metal dealers, and Court sentencing that actually acts as a deterrent rather than removing public art, or providing expensive security at a cost to the tax payer. Tackle the problem at its source, not its symptom, and not at the expense/inconvenience of the innocent law abiding.
