Garbage Tipping on Upland Rd & Darrell Rd

I am a resident on Upland Rd and have noticed a lot of garbage being thrown over the wall on the corner of Darrell Rd and it's getting out of control. There is furniture as well as food waste, which looks to be residential waste as well as commercial. Who is the best person to contact for this? Thanks

This is environmental crime. Could be any sort of dangerous waste in there.
