Pavement safety coming from Heber School

Wonder if anyone else is troubled by safety issues at the corner of Heber Road and Lordship Lane leading down to the lights? School children run, scoot, cycle, down here within feet of heavy traffic. The camber of the pavement tilts towards the gutter adding to the sense of wall of death.

Would it be posssible to extend the railings further up the hill? And who could be approached about this?
