Fly-tipping is a criminal offence punishable by a fine of up to ?50,000 or 12 months imprisonment if convicted in a Magistrates' Court. The offence can attract an unlimited fine and up to 5 years imprisonment if convicted in a Crown Court

I think that's one more reason, a strong one, for reporting the offence to the police. Bearing in mind, though, that if you want the police or LA to be able to do their job and act against the offender, you need to be prepared to provide a witness statement and, if the case gets as far as a trial with a not-guilty plea, to turn up and give evidence in court. Though in a case like this, if the evidence is good and points uncontestably to them, a perp may well sensibly admit guilt before then.


Correction 16/1: Southwark actually say they can prosecute if evidence is available, so look to be the people to report to. If you are interested in having the perp pursued, I think I'd emphasise that, just in case it might otherwise get lost in the default 'clear the mess and mark sorted' pigeonhole. https://www.southwark.gov.uk/street-care/fly-tipping
