Someone who lives near me has poorly disciplined dogs which, despite being on a lead, often seem to roam across other pedestrians' paths. However, today I saw the dogs bark at one passerby and then bite the next. The owner appeared to not even realise.


Is there a Southwark dog warden/other official this can be reported to? My main concern is that this dog could have bitten a child. I think the dog should at least be muzzled and I will mention this to the owner next time I encounter them although I get the impression my advice will be ignored.
