LL near Dulwich Library Parking Restrictions?

Does anyone know what these are for? Have seen the temporary signs for a few weeks, but not clear what they are for. Seem to be on both sides of the road, but still see cars parked at various times. Did they just forget to take the signs down for some planned roadworks?

It shows works 6" water mains to be cutaway and replaced 19-25 February.
