Damp expert wanted

Hello,

I have a ground floor apartment in a victorian conversion and there seems to be water on the walls- closer to floor level.

I wipe it off but it seems to appear again. I think it is a 'Rising Damp' and will need re-plastering.

however it could also be condensation- I'm not entirely sure.

Thank you

Sam
