As Sue says it's surely people repairing or improving their houses. Building noise is unfortunately something we all have to deal with as the cost of moving is so high in London. The builders drive up the street in the morning, peep their horn, then shout to whoever is on the roof with no regard to the neighbours. The manager constantly shouts & swears at his workers.
