@hellsbelly, My Apologies for such a late reply.

I did find someone, through a family member, who doesn't live locally.

He did it as a favour for us as we were a bit stuck and on a tight budget.

Unfortunately he's not looking to take on any more extra work otherwise i'd share his details as he is excellent.

As a guide, I had a few quotes from electricians through checkatrade etc and most came in around £3k and up! Some of them were telling me that I would HAVE to bury the cable which obviously adds a days digging labour on. Currently we just run it down the fence. Another large cost is the armoured cable. We opted for an armoured cable without an earth in it as it was much cheaper as it has 50m less cable in it. My guy has then earthed it to the ground using a copper Rod.

All in we hit £1.5k.

4 days @ £250 a day labour

+ £500 for all the parts

(armoured cable, switches, 10 double sockets, Consumer units etc).

All tested and certificate provided.

Hope you get yours sorted, if you have any more questions I'll try and reply a little faster this time!

Thank you

Clearly the original error was on the part of the council so I suspect that would make them liable for any losses/reputation damage incurred due cancellation/disruption.
