House on Underhill

Does anyone know anything about the house on Underhill Rd with the printed sheets of paper stuck on the window? Either the person inside is being persecuted by unsavoury types or has mental health issues. Has anyone contacted police or mental health services?

The lady that lives there I believe to have a mental illness she also has a young child that lives with her and she constantly blows a whistle day and night keeping my family awake or disturbing there sleep I have often seen her putting up the posters in her window I know the police have been called to her house many times but not sure of the outcome

Yes I see her coming in and out of the house with a small boy around 5 years old
