Buying loft from Southwark Council ?

Hello everyone, 

Me and my partner are at SE15 and was wondering if anyone had any advice regarding to purchase their loft space from Southwark Council to do a loft conversion?  We are in a terrace flat living above a Council Tenant. There are water tank in the loft seemed to be in use still. I'm sure that we are not the first ones to have this thought but there aren't much information online. Has anyone done this successfully?
