It may not be possible for you, but depending on the amount and frequency of the waste it might be cheaper for you to take it to the tip yourself?

There is a separate compartment (?)  there for garden waste.

Or, depending on the nature of the waste and the size of your garden, you could compost it and use it on your garden, or chip/shred it and also use it on your garden?

Many in our street are sharing the garden waste bin with a neighbour and splitting the cost between them.

Expect local authorities to raise monies wherever they can with their current financial troubles

1) if you don't have much green waste, you can buy 20 sacks for £40 and the council will collect and dispose of them 

2) if you can find a private company that will collect a bin of green waste every week for £1.61 a throw...

When it went from £20 to £40, we started sharing a bin and increased our composting efforts. But £84 is  just too much to bear.

I can see this having unintended consequences.
