We got a Playmobil one for my son's 3rd birthday and just held back all the tiny bits until later. They also do a baby version but the full-on one will be interesting for longer and you can introduce the little tools and bits as rewards / treats etc when the time seems right.
Happyland? and you can then add to it, with vet/school/hospital/roads/ etc. Its great, my kids have played with it since they were 18 months, (now 6 and 3, the big one still plays with it). It often comes up for sale here, or on ebay, TK Maxx occasionally have it.

I read somewhere that Edinburgh is doing this next year? Charges of this kind are becoming common around the world. I think it absolutely makes sense for Southwark and other boroughs are bound to follow.
