All they could say was "it's cos I'm black".

Sarcastic comments aside - sorry to hear about your car KK, that kind of thing is a real pain in the ass.

Some guy rammed into the back of my car a few years ago... he was very nice about it, but totally uninsured and soon disappeared without a trace. Turned out he was a notorious drug manufacturer (think a mix of Walter White and The Dude from the Big Lebowski).

With my normal useful 20/20 hindsight, you maybe called have called the normal police number with a suspected stolen car, since it sounds like the driver didn't much care you had his reg number.

It was a woman and as she set to drive off I said we need to exchange details but she said F off, I said are you insured she said mind your own business.

Police have issued a 'watch' notice for the registration plate.

Why do they need a watch notice? Surely they can get the womans address and visit her at home, or the registered keeper if she is unlicensed and/or uninsured?

Oh I don't know why, it's just what they said - that they'd keep a lookout in the locality for that car.

It's probably more efficient for the cops to wait for her to get passively spotted by ANPR patrols than it is to try and proactively track her down.

You're quite right, PT, and following a visit/contact such as this, then there is also an offence along the lines of "failing to give driver identification" if the Police come up against non co-operation. Think you have been casually fobbed off, KK. Hope you get it sorted out satisfactorily in the end.
