Front wall/ fences

Can anyone advise me if I need planning permission to replace a brick wall at the pavement edge in front of my property in Worlingham Road with a wooden fence, or indeed if it is mandatory to have a brick wall fronting the property?

As long as the front fence doesnt go above waist height you can change it as you wish.
