has anyone been fined for parking in 5 minute bay at herne hill?

Has anyone been fined for parking by mistake at herne hill station?

I am in the process of going to a second appeal and just wanted to get an idea of how common it is to make this mistake when all the other bays are 30 minute bays. According to the shop keepers it is extremely common. Cant really see the point of a 5 minute bay anyway it serves neither the shops, the potential customers nor people coming in from the station if trains are late....Anyone who has been affected by this please say 'aye'
