loft conversion fire regs

Hello. Does anyone know if Southwark Building control (council, not private) require both smoke alarms and fire doors? Or does anyone understand what the regulations are? We have a standard Victorian 2 storey house, converting loft to make 3rd storey. I've called up but they don't take calls, and I've emailed but had no response.

Thanks
