"The governing bodies determined players should not be disqualified because of "facts that he or she didn't know and could not reasonably have discovered prior to returning his scorecard. Thus, stroke penalties will be added to a score retrospectively."Difference is that Tiger knew he went back two yards as he said so in the post round interview therefore he should have known he had broken the rule and signed for the wrong score before it hit the headlines. He knew he wasn't within the spirit of near as possible to where the previous shot was taken from. Having broken the rule and this being pointed out to him he should withdraw.
