Simple cellar "conversion"

Has anyone had a simple cellar "conversion" done? I mean basic tanking, plastering, flooring, electrics, and proper stairs. No digging out, windows, plumbing, etc. Would just be used for storage, maybe an extra fridge/freezer, etc. Interested to know how big the job is and what to expect cost-wise. Not looking for builders at the moment.
