Loft conversion in a conservation area

We're thinking of doing a loft conversion (it's either that or move) and I can't find out whether this is outright banned in a conservation area. I rang Southwark Concil, and spoke to a most unhelpful woman who just kept repeating "it's on the website" (it's not. That's why I rang.), and when I persisted, gave me an email address - never had a reply from that.

Some websites seem to say a velux conversion is ok but you have to get planning permission but I can't find anything specific to Southwark. My area's conservation plan has been in the draft stage for two years now...

Does anyone know the answer to this and if you can do it, can you recommend a company?

I know Marvin from Sky High builders did a loft conversion in a local conservation area, and had to significantly lower the ceilings below to make it possible... maybe worth speaking to him? Also try speaking with Spencer from Loft Life, a very helpful guy IMO. Most of the local operators have probably come across a similar situation before.
