  2. The loading bay question is irrelevant. The alledged contravention is being in a bus lane(moving traffic offence?) I presume the bus lane restrictions is 7-10 am.

You might what to check out the latest parking tribunal judgements on this thread regarding box junctions contraventions. http://forums.pepipoo.com/index.php?showtopic=39246 The letter of the law regarding this offence: ........no person shall cause a vehicle to enter the box junction so that the vehicle has to stop within the box junction due to the presence of stationary vehicles. In a nutshell, if traffic is moving when you enter a box junction and you stop in box junction for what ever reasons, then no contravention has happened. the local authority will try scare you by quoting the highway code that you cannot stop in a box junction under any circumstances (yea lets just run over the kid running for the ball or lets just crash into the back of that 1971 volkswagon beatle thats has just died in the middle of rush hour traffic) but the highway code is not law.

They don't need photographic evidence to enforce a parking a fine. Their contemporaneous pocketbook notes regarding the issuing of PCNs is sufficient.It obviously helps upon further appeal.

  10. You probably interrupted a well known desperate parking warden scam to get around observation time issues. "Every photo is date stamped via the camera so if a PA come across any vehicle offending they could set the camera 10 minutes or so fast - log the details in of the vehicle, slap an empty ticket bag on the car and take photo's to look like it's been ticketed, remove the bag and note the tax details etc before walking away. The driver returns and assumes he's okay because he was only gone a few minutes and there's no ticket. About 10 minutes later somewhere out of sight, the PA prints out the ticket and bins it !!! Because the camera time is 10 mins fast it coincides with the PDA time and ticket - if the driver appeals, the photos are there which show the ticket on the car." Wait for the Notice of Owner and we can take it from here. The corrupt parking warden may have made a mistake in the issuing of the ticket

  12. Parking warden has almost certainly issued a PCN and then discarded it. I presume he has got his camera out to take photos to cover himself. Hopefully the delivery company has proof of delivery/collection invoice to cover themselves when the inevitable Notice to Owner arrives.

The fact the fine has gone up to ?180 means you have received a Charge Certicate. It also means you have gone beyond the appeal stage. If you were not aware of a PCN or Notice to Owner for the second pcn then you will have to wait for the Order of Recovery letter and then complete the Statutory Declaration letter. The council may then cancel the original PCN or issue a new one at the discount stage. Don't bother contacting the council, they will either give you incorrect information or just give you the run-around.
