It looks like you've solved your problem amicably but excessive cold is one of the hazards listed under the Housing Health and Safety Rating System so you can ask your local Environmental Health department to use their powers.

I did reply on the other thread as well - a pedestrian was knocked down at the junction with Heber Road around 8.30pm and sustained head injuries. The police were there until gone midnight and I am praying that the guy that was knocked down is OK. Thanks for the photo of the bin - I wondered what had happened when I got to the bus stop this morning. -

I am afraid the evening one wasn't a minor accident. A pedestrian was knocked down crossing Lordship Lane by Heber Road around 8.30 last night. It looked serious as he bounced off the car windscreen and had a serious head injury. The police were there until gone midnight investigating the scene of the accident and I am just praying that this doesn't mean that the pedestrian died.
