Nero I think was making a fair observation. I'm sure the woman in question would be horrified to be accused of littering and wouldn't have dreamt of doing it along the main drag on a Saturday afternoon, but she probably thought that stufing it into a hedge was acceptable because she thought no one was watching. Which makes me wonder what sort of powers of concealment you have Nero. Close enough to observe, yet camouflaged enough that she felt comfortable enough to act naturally.
