I challenged a fine under the same circumstances, I claimed I was not 'parked' as I didn't leave the car (and for all they know the engine was running) and was waiting for my partner. I was successful... This was in the Somerfield car park in Camberwell a couple of years ago. It's definately worth having a go at, good luck.
Thanks Ianr, that's useful information. In answer to your last question, my understanding is that the measure is designed to reduce the added congestion at school pick up and drop off on weekdays. In my mind a bank holiday has the same status as a weekend, and I think this is particularly harsh.
Agh, no post for months and today I get a penalty charge for driving through the village on 28th December which was officially a bank holiday! I assumed that because it was Mon-Fri that would include bank holidays, is that an unreasonable assumption??

All councils are dealing with reduced 'spending power' due to cuts in government grants which they haven't been able to make up through increased council tax. Agree with Nigello, I think Southwark are doing pretty well under the circumstances. I'd also love to see more fines for non-compliance of various things but that involves people patrolling the streets and I imagine they don't have the manpower.
It's definately keeping up the tradition of scaring the little ones. In the 60s I was hiding behind the sofa, our Dad always had it on 'for the children' but we were too scared to watch it...
Wow, enough already, perhaps it is time to let go. One day the newspapers will be back, relax, read a book, or go online if you really want to read them but I really can't recommend the news at the moment.
