What's going on with the water?

In the mornings we have no cold water (SE5), a few hours later it comes back. It's becoming a pattern. Apart from the Great Leak of Gallery Road a couple of weeks back, Thames Water are unable to tell me which road/s are causing the problem in the morning. Any idea what's going on? Obviously a leak somewhere, but where and why the regularity and specially the punctuality? (8am seems to be the cut off time for us).

The text alert I got from Thames Water on the 22nd said: "We are carrying out emergency repair work in your area today which may lead to low pressure / no water. We're really sorry. We're fixing it as quickly as we can."
