Underfloor insulation via cellar - any recommendations?

Hi there,

Just moved into a ground floor flat and can't help but notice how chilly the floors feel, even the carpeted floors are colder than I'd like to walk on. We have access to the floor boards from the cellar and I wondered if anyone else has laid underfloor insulation and can recommend a good local trader?

  Does anyone know if rescue places still look for foster homes for pregnant cats or cats with very new litters? All I can remember is that you must have a spare bedroom for the mum and litter.
