Low water level in toilets - plumber needed

We have low water level in the bowls of both of our - upstairs and downstairs - toilets. There's a distinct smell emanating from them as well, which I take is a result of the low water level. Upstairs, it's always low; downstairs, it starts at normal level after a flush, but then sinks quite quickly. I've googled a few forums and sites and there seems to be about three possible reasons for this, none of which I or my partner is qualified to solve on our own. So I need a plumber to please give me an estimate of cost for the fixing of this problem, and then we'd like to get someone in quite soon as well. Thank you.

Highly recommend Stan (Gas Ray).     • I've been using Homecert for all my electrical work at my flat in London for several years.  They have done small jobs like this one ( fitting a new security light to the patio) and big ones like fitting a new consumer unity, and also tricky ones like investigating and sorting out a problematic power circuit. They are extremely reliable and efficient and the work is always of a very high quality. Communications with the office are, in addition, excellent. Their work is economically reasonable and properly costed. I cannot see myself bothering with any other London electricians as long as Homecert exists
