A lot of the numbers used to jsutify the conlcusino don't even make sense.

I hadn't picked that up until you posted that - on what basis does charging diesel drivers more for the paid parking have anything to do with parking pressure? Surely that's well out of remit? I don't drive a diesel so have no skin in that game but it seems to conflate two totally different issues.

WTAF about charging more for diesel? Just shows that this has nothing whatsoever to do about parking pressures.
