Repair - intercom system

I am looking for someone to re wire or repair an intercom system that is not working.

Not sure if this is an electricians job but any recommendations gratefully received.

Our block of 3 flats' intercom system is also not working. Can anyone advise if it is an electrician's job or some other specialist provider? Any recommendations for this work? Looking for suggestions for both for repair and replacement.
