If not, what are they saying exactly, and how much money are they trying to extort?

Why on earth would I joke about that ? Some People are frightened, old, trust someone official looking and yes sometimes plain gullible . I work for the council. At the moment there are no testing door to door by NHS, police , council or any other body.
