I?d say you?re liable for congestion charge (you were in the zone during chargeable period), but whether the cameras/system is able to detect your movements and conclude the same is the question.

Would it not be worth trying it to see - pretty cheap for an entire days parking.

And we?d all like to know !

If you drive in outside operational hours and your car is then parked for the duration, there is no charge. Same as the ULEZ - if you have a non-compliant car but it's parked on the street or in your driveway, no charge is payable.


Charge only applies if the vehicle is moving within the hours of operation.

Agree with this

I have now heard from TFL that if your car is within the zone and parked on the street, congestion charge is payable even if stationary the entire time.

Extract from the page: The charges only need to be paid if you drive your vehicle within the zone. Parked vehicles are not subject to any charges.


That's the whole issue behind reducing the hours that it is operational, that people will drive in at 6am, park up and then drive out again at 7pm. No charge payable.

It is only ?10 a year though and it makes it easier if you're not sure in certain circumstances

This - my 20 year old diesel is liable for the ULEZ - agree in principle with ULEZ and reducing pollution - I've made dozens of short trips inside the ULEZ though and avoided the charge, whilst still paying it when driving it on major roads. ?10 is a cheap insurance policy.

Yes but you also need to pay if you drive within the zone during the operational times. It's not only if you enter or exit the zone.

    • It's Christmas. People are sending presents they've left to almost the last minute,  and returning stuff they've bought online for presents and then  regretted. That's on top of all the usual transactions. The Post Office only has a max of four people on the counter, if you include the one nearest the street. They can't suddenly magic up more space! I imagine going when they open would be the quietest time, but what would I know?

    • Yes Aroma Lab is brilliant. They also work with an app called Paace which lets you save money on your coffee just by getting your steps in! I got a flat white there for £1.50!
