A RTA penalty should not apply. A penalty under Southwark Council park bye-laws could.

The craziest thing is by leaving my bike fully on the footpath I (anywhere) I have never been fined but have been fined in other cases (illegal parking, bus lanes etc).

I wish the parking attendants would come round where I live, they would have a field day from people not parking up on the pavement (white lines allow you to) thereby causing their cars to block the road in both directions. Also cars parking on corners too close to junctions so that if you are driving you cannot safely see if there are cars coming
