Builder / advice needed on how to deal with penetrating damp

We've just noticed damp coming through the wall underneath a window in our bedroom. There is some cracking on sill outside but that's been there for years. We did get new windows a few years ago. Anyone able to recommend a builder or specialist to look at this? (not sure what I'd look for in Yellow Pages as all seem to be rising damp specialists)
