Scrapping taxes on children air fares? is this happening?

Hi;

Trying to book tickets to Spain during May's half term and cost is over the roof; wasn't the government cutting taxes on children air fares from May; I don't see airlines applying this yet. Is there anyway to travel cheaply with kids during holidays? why schools do not allowed to take kids for holidays during term time anymore? is it because the government get more money from airlines ?

The removal of APD for kids under 12 from May 1 will only save ?13 per child for a Europe flight...

We just booked for August and when we confirmed everything we were told(from the booking agent) that we would recieve a refund for the children's reduced fare once it goes through.
