Any idea what grand road / traffic scheme the Council are installing now

It is strange to see that (like most councils) Southwark suddenly come up with traffic calming / highways projects at the end of their financial year (use it or loose it)

Question is - the changes to the road layout they are doing, will they be safer for pedestrians and drivers as a result or would the council have been better of to leave well alone ?
