I was parked in Lidl, Peckham whilst I went to a meeting.... this went on longer than I had anticipated and even tho I had paid and put my ticket in the car I was ten minutes late retrieving it. I have received a CIVIL parking charge notice of ?45/?90 with a threat that if I don't pay up I will be handed over to a debt collection agency. Is this legal? The company call themselves Athena ANPR Ltd. Does anyone know the rules about things like this???

I would not pay it, its not a ticket from the council which has legal force. Its a private company claiming breach of contract and they would have to take you to court to prove it. I think the standard advice is to write to them with a cheque for a tenner to cover their admin costs and leave it at that, though I wouldnt even go that far. I have had similar fines in the past, due to minor breaches, eg. wheel over a line, and it is not pursued.

Lidl have a managed car park on private ground - so technically I think they are entitled to give tickets if you have overstayed . Watchdog reported this week on people going for MacDonalds stayed 10 mins over the allowed parking of an hour and got tickets.

Don't know who decides what UNFAIR is !!!

I believe the moneysaving expert advise has now changed.someone recently took a similar case to court and lost orovided the charge is reasonable. ?90 is considered 'reasonable in the eyes of the law' . Is just a case of whether the company would be willing to pursue charges, and that's a question of discretion.
The OP said s/he used the car park while at a meeting so wasn't shopping. Don't think LIDL want that as it may deprive actual customers of parking space at busy times. S/he returned late and received a fine. Not paying this or an appeal may work but people always seemed a bit outraged on here when they are at fault.

Doing a quick Google it would seem the OP is not alone.


There are Dozens+ of examples on several Forums up and down the country of people being fined

for over stays in Lidl car parks. One was a disabled driver !

So it would seem their parking policy is 'Complex' especially if you do not buy anything

This may be how the OP got a ticket if they did not enter Lidl to make a purchase.


I think they MAY operate the same system in Catford.

You mean there is a system which covers all of the car park all of the time and manages to take reg numbers too? Wherever the OP was it wasn't in Lidl car park as you don't have the option of buying a ticket to park there. My guess is that overstays in Lidl are clocked by the camera showing when cars entered and when they leave.

    • Post much better this Xmas.  Sue posted about whether they send Xmas cards; how good the post is,  is relevant.  Think I will continue to stay off Instagram!
    • These have reduced over the years, are "perfect" lives Round Robins being replaced by "perfect" lives Instagram posts where we see all year round how people portray their perfect lives ?    The point of this thread is that for the last few years, due to issues at the mail offices, we had delays to post over Christmas. Not really been flagged as an issue this year but I am still betting on the odd card, posted well before Christmas, arriving late January. 
    • Two subjects here.  Xmas cards,  We receive and send less of them.  One reason is that the cost of postage - although interestingly not as much as I thought say compared to 10 years ago (a little more than inflation).  Fun fact when inflation was double digits in the 70s cost of postage almost doubled in one year.  Postage is not a good indication of general inflation fluctuating a fair bit.  The huge rise in international postage that for a 20g Christmas card to Europe (no longer a 20g price, now have to do up to 100g), or a cheapskate 10g card to the 'States (again have to go up to the 100g price) , both around a quid in 2015, and now has more than doubled in real terms.  Cards exchanged with the US last year were arriving in the New Year.  Funnily enough they came much quicker this year.  So all my cards abroad were by email this year. The other reason we send less cards is that it was once a good opportunity to keep in touch with news.  I still personalise many cards with a news and for some a letter, and am a bit grumpy when I get a single line back,  Or worse a round robin about their perfect lives and families.  But most of us now communicate I expect primarily by WhatApp, email, FB etc.  No need for lightweight airmail envelope and paper in one.    The other subject is the mail as a whole. Privitisation appears to have done it no favours and the opening up of competition with restrictions on competing for parcel post with the new entrants.  Clearly unless you do special delivery there is a good chance that first class will not be delivered in a day as was expected in the past.   Should we have kept a public owned service subsidised by the tax payer?  You could also question how much lead on innovation was lost following the hiving off of the national telecommunications and mail network.
