Hello everyone, I have been told by Southwark's council officers that it is not possible to have a meeting in the One O'clock club during its opening hours for Health and Safety reasons as parents are supervising their children in a play session. I am still coming down and will talk to parents outside the club and then we can move into the Cafe. An alternative date/time outside the clubs operational hours will be organised. Hi Alexlove, the option to charge for entry to the One O Clock Club was discussed with us, the Ward Councillors, however it costs 6 pounds per child per session, and therefore, we gave this option the (td) as we felt it would mean many parents couldn't afford to use the facility. Hi Minder, we had 34 million cut from our grant from the Government. This means that every department has seen a budget cut. In the case of Children's Services, many things were supported by specific grants from the government that have been slashed in addition to the above main grant cut (eg homework club funding). Much of Children's services spending is inflexible, particularly for example in Child protection spending. This means there isn't much flexibility for extra things. The one O clock clubs are not a drop off service, parents are fully responsible for their children during their visit. The Children's Centres have remained funded and 2 One O clock clubs are to be run by Chilren's Centres from next April. This is why this is an option being looked at for Peckham Rye. Even if this option takes place, we would still like to have a Parent's Committee in place to input into how the club is run. The Capitial funds for the rebuilding of the club has been allocated, but this cannot be used for anything else except the building. Renata -

Free schools and Academies have the same status in law, they are both under the "Academy" umbrella. They are all schools funded by the state and they are outside of local authority control. Free schools- these are new state schools, they may be set up by parents, teachers, educational charities, community groups etc. The school must form a not-for-profit charity. They have a direct contract with the Government. They submit a proposal and business case to the Government. They receive their funding directly from the Government. Typical Academies are current state schools that opt out of Local Authority control and the also become directly funded by the Government. They also must form a not-for-profit charity. They have a direct contract with the Government. They usually have an established charitable trust as a sponsor. Academies/Free schools set their own admissions policies which may be different to those of local authority schools (eg Harris secondaries have their own banding exam), so I can't comment on admissions policy of Harris primaries to secondaries. Hi JMT, the qualification for FSH for those claiming Child Tax Credit is those that are not entitled to Working Tax Credit and have an annual income (as assessed by HM Revenue & Customs) that does not exceed ?16,190. There are many families in Southwark that don't qualify for Free School Meals and have little disposable income after essential costs are paid for. Southwark has one of the highest rates of childhood obesity in the country. By offering a free healthy school meal to children in Southwark's Children, we are hoping that by familiarising children with health eating habits we will buck the trend (It of course will take several years to see whether the this has been successful). A pilot was carried out in 10 Southwark Primaries last year. It was on the back of the success of the pilot that the scheme is being rolled out across Southwark's Primary schools. Meetings were held with parents in the 10 pilot schools to get feedback. I attended one of these. I didn't hear any negative feedback. Some of the parents themselves have been surprised about the outcome, eg a parent that told me that her child who had previously been on packed lunches as he was a fussy eater, is now eating fruit and vegetables and a diverse range of foods. His mother puts it down to peer pressure, seeing other children eat foods he wouldn't normally have touched. By making improvements to school kitchens where neccessary, this will make it easier for them to provide wholesome, healthy food to Southwark's children. Another thing, that has been apparent in other LAs when they offer FSM and appears to be happening in Southwark is that frequently, when people are eligible for FSM, they do not claim them. They do however fill out the forms when everyone has free school meals. This has a significant impact on the money schools get from government. There is a pupil premium for those pupils who are eligible for and claiming free school meals. If more parents have filled out the forms, it means more funds for the schools. Yes, I do agree that there are some families benefiting from the scheme that are affluent, however there are many more families who benefit and are not affluent. Southwark overall has high levels of poverty and deprivation with some areas of affluence. In terms of Libraries, none of Southwark's Libraries are to close. The children's centres are to remain even though the funding has been cut. Renata -

Currently Free School meals are give to all children in Southwark primaries in Reception/Year 1, years 2/3/4 will follow next year and 5/6 in 2013. In terms of those eligible for FSM anyway, the family income would need to be under 16k per annum. The median (average) income of Southwark families is 17k, which means that there are a large number of families whose income is just above the level where they would automatically qualify for FSM and it's an all or nothing benefit. Also, it means the families with a low income, who were eligible for FSM but didn't claim them are receiving them. Renata -

Hi Otto, The rationale behind reducing hours ia that these can easily be extended again, while it would be difficult to establish a new library from scratch if one was closed. The use of volunteers would be for specific instances eg users of John Harvard Library requested Sunday opening, this is something that possibly may be achieved by volunteers. The possibility of in Library Cafes is being looked at for some of the larger ones. Renata

Hi James, who mentioned Christmas? I think it would have been rather interesting and exciting to have held an Autumn/ Winter festival in the South of the Borough, and not everyone likes fireworks, so a festival that had more than just fireworks would have appealed to more local residents. It appears from this thread that local residents DID want the Colour Thief festival on their doorstep. As Peckham Rye Ward comes under Nunhead and Peckham Rye Community Council, I did not attend the Dulwich Community Council and therefore can't comment on what was said. Renata -

Fushia-I'm waiting for answers to my questions on fencing etc Pickle- the reduced days are due to staff shortages, as the current funding/contracts run until April next year some staff have left. In terms of the one O clock club future in general, Vikki, Gavin and I were at a meeting last night to discuss the future of the club. We are totally committed for there to be a one O clock club. It would cost 6 pounds per child per visit to run the service as it is, we gave the thumbs down to charging for the club. The current building is a ex-POW hut and not fit for purpose. The substantial costs to build a new building have been secured. There are funds to pay for the upkeep and running costs of the building and for toys/equipment. Southwark has 5 one O clock clubs. 2 will be run by local childrens centres who will get use of the premises of these clubs. In terms of Peckham Rye club, the same avenue is currently being explored with local children's centres. This would mean they would run the one O clock club. The other althernative is that parents would run the club, with a designated steering group being in charge of Keys and keeping the place clean and tidy, etc. We would like to have a meeting with local residents who have a interest in the club in mid-November. Please contact me or post here to let me know if you prefer a daytime or evening meeting (times?) where you would like it held and we are looking at dates with council officers. In terms of rebuilding, this would probably happen around next April and could mean that the club would close for 3-4 months while the new building goes up. Renata -

I see James, you do understand what the event was about, that it was not just about a PC re-named bonfire night as was fed to the press. The reason why it cost than just a firework display was that it was to be more than a firework display, it was to be a festival for residents in the south of the Borough, with lots of stalls, displays and activities ie stuff to appeal to the wider local community. I know residents who attended and said what a fantastic time they had at the Elephant and the Nun events in the centre of the Borough. I can't see the problem in dividing a geographically long slim land mass (Southwark) into 3, as it meant that all residents would be geographically quite close to one of the festivals. All local areas have their very local events, I think it was the right decision to go for 3 major events rather than 8 smaller CC driven ones. I have been informed that the Colour Thief Festival was pulled due to local councillor objection. Due to the council being committed to put on a fireworks event, and time being short to organise a different event, it was decided to hold it on Southwark Park as it was faster to get all the plans sorted as firework's displays have been held there in previous years.
