  3. Quite clearly the child in question has attended school at some stage, and I would hope that if any abuse is going on then signs of this would have been picked up and acted on appropriately. Allowing young children to get fat is abuse and not an occasional burger treat. I believe the OP did the right thing based on her subjective view of the incident. Subjecting children to war is abuse but how many wanted Syria bombed. Sorry off topic. No one in their right mind would condone child abuse but dismissing cultural differences on evidence of a subjevtive description is dangerous also.
  4. I consider feeding junk food to kids is abuse. I also think that some kids need a slap around the legs on occasion to halt unacceptable behaviour. Most of the ponding I see in the areas mentioned belong to the businesses they are outside of as they are within the curtilage of the business premise and therefore the responsibility of the business. These businesses are making money hand over foot and are health & safety duty bound to ensure safe entrance and exit to said premise. I would not want my council tax illegally spent on this. What you call social indifference stems from throwing all the 'crap' into run down housing estates etc be the crap white underclass, black, muslim, immigrant etc. Then estate mentality builds up, is accepted and flourishes. These then become no go areas for reasons outlined above. It is then too dangerous to do much of anything because nicking a kid for stealing a car then becomes a war with an entire street/estate/neighbourhood and all the bad publicity/resources/accusations etc Vs nicking a kid for stealing a car. The number and type of crimes then escalate and nothing is done by cops. Ergo no go! Where would be a good place to find and try to radicalise people? Oh I know how about a no go area with the type of people im looking for at the centre of it. Police wont come, community are scared/have got my back. Job done.   22. To the OP, go ahead and complain. It is not about whether it is once, twice or 50 times a year, it is about if it is causing you a nuisance and that can be 1 or 100 times. If you feel intimidated, or unconfident or uncomfortable about talking to the people causing the problem then dont. Call the noise police, that is why they are there. In an ideal world you should be able to talk reasonably with people to resolve issues, but in an ideal world you wouldnt have to put up with their unreasonable behaviours because it wouldnt happen. If you feel able to talk with them, fine. If not, use the ofgicial route. Good luck.
