We took our own and printed them out for the UK passport - beware, though, if you're applying for a passport from another country -- they're generally fussier (the Australian passport office in particular is renowned for rejecting photos - v pleased with myself as I just got my son's renewal passport photos past them today!)
Had to take my daughter's when she was a month old. We basically put down a white sheet and lay her on it then we took several pictures. They do make some concessions for babies, i think their heads don't have to be straight up as long as they have their eyes open. All in all it was a nightmare, could not get any decent ones from a photographer.

    • Another vote for The Cheese Block on LL but for 20 adults, you'd better be willing to pay a fair chunk of money or hope that they'll be happy with very small amounts of cheese! Other than that, supermarket or search online for a large Christmas cheese hamper and take your pick. For example: https://www.finecheese.co.uk/collections/christmas-selections-hampers (only mentioning them as we had a gift hamper, much smaller than a big Christmas one, from them a while ago and it was very nice). I'm sure there are other excellent options.

    • Buy it from the supermarket. Cut in it into wedges. Wrap neatly in greaseproof paper. No one will no any different.
