This one definitely sounds not. The car description sounds to me a useful enough piece of intelligence to pass on to the police. They are meant to have people who collate information. They'll tag it so any patrol car with ANPR will stop it and check details etc. If the guy is involved with ID theft and fraud then he'll get caught that way.
