Appealing against PCN for Residents Parking Permit expired less than 12 hours.

My residents Parking Permit expired at midnight last night.  Doctors appointment this morning.  Returned from doctors about midday to see I'd got a PCN.  Permit now renewed (I know I should have done it in advance).  What are the chances of appealing the PCN do you think ?

If an appeal went as far as the tribunal stage, the adjudicator wouldn't have the power to allow it without proof that the PCN was unlawful -- eg through inadequate  signage or doubt as to time of the alleged offence; but not, I think, failure to renew before expiry.  :)

I don't see why though you couldn't go through the initial phase of representations to the council, apologising, maybe explaining, and seeking their exercise of discretion.  I don't think it would be at all unreasonable in the circumstances for you to ask and for them to cancel it; maybe with a warning not to be so grievously lax next time?  Make sure that it gets done asap.  I _think_ they extend the deadline for reduced payment if they eventually refuse your request, but am not sure.  Can anyone here confirm that  from their own experience?

PS: An afterthought.  Might there just be possibly applicable case law, convention , whatever,  as to whether payment at any time today had effect for the whole  of the day?  I wouldn't count on it, but I'd be looking/inquiring.

Such a shame the council do not show the same investment of resources and attention to detail into areas like the Rye park, where there is currently a need for a Warden presence, probably two at a time for safety. I believe there is a way for money made from parking and permit fines to be reinvested into improving the park, making it feel safer for all, so I hope this is considered. Sorry to go off thread.

heard from a resident in a CPZ that it was practically impossible to get a permit renewed before it had expired. She could not find anything on the website, and it was practically impossible to speak to anyone on the phone.

We’ve had a permit for about eight years. We’ve never had an issue renewing and always get a reminder by email. Googling “Southwark renew parking permit” brings up the correct Southwark page as the first result. Not sure what is “practically impossible” about it.

I've not been emailed a Parking Permit renewal yet. Very sneaky. Even though it expires on 1st October. Checked my Inbox and Spam folders and nothing. Each year previously this gets sent weeks in advance. What possible reason would they not send out such an email?

I think southwark parking permits. Went onto a new system in April.some residents will get reminders ,to renew their permits.others won't you might have to contact the parking team.to submit  car details and proof of residency.again.?                                                                     Just had a quick look at southwark parking. yes they have a new system.worth a look.

I've recently learned of someone else, who a couple of weeks ago received a penalty notice two days after expiry of their annual permit.  They complained to Southwark that they had not received the customary email reminding them of the due renewal date, and promptly received a reply saying the penalty would be refunded.

The new system has numerous teething problems. I was overcharged for a 12m permit and have been promised a refund  within 7 working days. We’re 11 working days in so if it happens to you make sure you get your refund..
