There is an app called Hiya car what allows you to hire fully insured cars from people near you. Bit like Airbnb for cars. We used it a few times for camping trips and it was brilliant.

No. Both sides of the dispute have to agree to mediation in the first place. I have been in a situation where the other people concerned refused to have mediation. And it wouldn't have been free.

mediation is often offered as a next step to sorting problems between neighbours. Perhaps ask the council for that. You shouldn't need to pay.
