double yellow lines in Hindmans Road

Good story for South London Press . Who knows may even galvanise Southwark into responding .

" I do understand that community councils can be allocated control of smallish funds, which they can allocate in prescribed areas, and that of course they can express opinions on anything of relevance. But what actual power and function do they have in matters of traffic management decisions and actions? A priori, perhaps na?vely, I'd have assumed none, other than as a stater of opinion. " - good point Ianr . Would love to know the answer .

Sympathies to those affected .Life is stressful enough .

If I were a resident, I'd be seriously wondering if it were worth a punt on the belief that the yellow lines are unauthorised and hence legally ineffectual. But please don't blame me if that's not the case.

Someone might also want to check whether there's any legal requirement for accompanying signs. The information, one way or the other, is out there and probably quite easily findable.

Why mess around with trying to find someone. Send it directly to Eleanor Kelly, Chief Exe and Peter John, Leader of the Council.cc Cllr Barber and Cllr Hamvas asking for an explantion and the name of the person in Charge.

If you manage to find anyone they have 10 working days to respond or send a holding reply. Council procedure

I've emailed and spoken to council officials.

These double yellow lines are not permanent and have not gone throughthe permanent traffic management team.

They expect to confirm later this afternoon that the lines are to support utility works. Even so clearly lots of lessons to be learnt about how such temporary lining is planned and communicated to people.

Dear all, I have now received a response. Contrary to what is said by Cllr Barber above these lines were NOT SUBMITTED TO NOR APPROVED by Peckham Rye Councillors at Community Council.

The installation of yellow lines along Hindmans Rd is temporary. The lines have been installed to enable Thames Water to install an anti flood device to prevent internal sewer flooding to Hindmans Road properties. They are necessary to maintain traffic flow during the works.

Works are due to start on Monday 28th April and are expected to be completed by 19th May. Once occupation of site is in place the lines either side of site can be removed and remaining linage opposite site will be removed on completion of the works.

I have been assured parking restrictions will not be enforced until Monday 28th April.

Southwark had instructed Thames Water to letter drop to all residents on Hindmans Road a month ago. Thames Water evidently failed to carry out their duty in this case.

I so sorry that my Ward Residents have had such stress and inconvenience and that the reasons behind the lines has not been communicated to you prior to their installation (nor to Cllrs either!). The lines should be removed shortly after the works have been completed.

I have received an answer from the council,

"In answer to your enquiry regarding the temporary installation of yellow lines along Hindmans Rd. The lines have been installed to enable Thames Water to install an anti flood device to prevent internal sewer flooding to 20 Hindmans Rd.They are necessary to maintain traffic flow during the works.

Works are due to start on Monday 28th April and are expected to be completed by 19th May.Once occupation of site is in place the lines either side of site can be removed and remaining linage opposite site will be removed on completion of the works.

I have attached a copy of the traffic order advertising the restriction.I would like to also inform you parking restrictions will not be enforced until Monday 28th April.

I hope this has answered your enquiry satisfactorily, please do not hesitate to contact me if I can be of any more help.

There is also an attachement of the public notice - clearly not public enough in my opinion!

I was informed that residents can park there until the 28th (Monday), but there is no definite date of when they can park there once more as of course the works could either be completed earlier or over run! I have asked for an update when the date of completion is known and when residents can park in front of their homes once more in case there is any lag between completion and line removal. I have also requested signs to state from the 28th April.

Hi I live on Hindmans Rd and have just spoken to some workers who have pulled up - they seem to think it's to do with the development planned and that there could be yellow lines for up to a year. We have had no maildrop, no email, no signs posted about this so I'm not sure what to believe....

Hello again everyone,

a further update, legally as the lines are there, signs can't be put up too. One good bit of news is than once the site is set up (probably by Tuesday) it is highly likely that some of the lines will be removed, particularly on the even side of the road.

    • Can anyone recommend a reputable damp specialist in the area please.  Reluctant to pick a random off the web and would really like a bonafide recommendation as know this work can be costly.  thank you
    • But you don't think the same protection should be afforded to those on the anti-LTN side...? Given the witch hunt some are be conducting to unearth which local residents are involved (see numerous examples on this forum), given the vandalism of the anti-LTN signs and interference with cars, labelling of anyone who opposes as some sort of petrol-head facist and given even Anna Goodman's tearing down of an anti-LTN poster you still think you only want anonimyity for those on one side of the argument? Does that not seem slightly hypocritical...it's why your first post on this issue entertained so many of us - it seemed ever so one-sided and summed up the challenges anyone who opposes the measures has to fight?
    • Hello again, Rubie, my cat, is still missing. He has been gone since 18th April.  Rubie is black and white, with black ears, a splendid white moustache, white front paws, and mostly white back legs.  Please check your sheds etc as he may be trapped, he’s a curious little thing.  I would really appreciate any help and suggestions. Thank you.
    • There is no equivalence between One Dulwich purporting to be a local organisation speaking for local people, and actually properly constituted organisations such as The Dulwich Society. A 3 -second google search reveals the openly published names of the trustees of Dulwich Society, so I can make my own mind up as to whether these individuals are coming at local issues with a particular slant. I can read minutes of their meetings online, and whilst I might not agree with their every position, I can have confidence that they are an open and fundamentally democratic institution. There is absolutely nothing similar in terms of publicly accountable information to be found about One Dulwich - no idea of who is behind it, who pays for it ( it is clearly expensive), and on what basis they make their decisions.  Given the Police involvement in the intimidation of people with a public pro-LTN view ( for which there is no equivalence in terms of severity of any incident for those with an anti-LTN point of view), I can fully understand why, for Dulwich Society's traffic sub- committee only, they want a bit of online anonymity. I also find it slightly disturbing that when The Dulwich Society current leadership asked the 'grouping' pushing for changes within it for a meeting to discuss their concerns, they refused it. Given the recent experiences of organisations such as The National Trust, the question can be asked - is something similar going on here?
