Patriotic Pirate Landrover

Seen this car a few times now on CPR (TLA for Crystal Palace Road) - a Land Rover with a large Union Flag and Skull&Crossbones flying from the roof, driven by a gentleman of mature appearance and always pumping out some heavy choons. Anyone know who this is?
