We saw two guys there around 1pm acting very suspicious. One guy looked like he was spotting (and very clearly didn't want to be seen) and the other was either placing something or taking something out of a trash bin.

So that would be exactly next to the fly-tipping site at Holmes Close, where all the new graffiti has recently appeared... brilliant!

Classic case of the broken window hypothesis. Small instances of anti-social behaviour (graffiti, fly tipping, etc.) leading to more serious problems (low level dealing) eventually leading to really big problems such as robberies.
