Spring is the best time for most plants. Frost is the worry for young, tender plants, but Lavender is evergreen and in my experience fairly hardy, esp in London which doesn't get too many severe frosts. I would give it a go and if we get a cold snap, cover them up with some horticultural fleece...

It should be an even tighter PL than last season, but on current squads* I'll go for Chelsea to pip City, with Arsenal and Utd not far behind battling for 3rd and 4th. Liverpool to slip down to 5th, with Everton and Spurs contesting for 6th. Stoke to be the surprise team, getting a comfortable top 10 finish.
