Almost, it's Rayleigh scattering. It's what makes the sky blue but red at night. https://en.wikipedia.org/wiki/Rayleigh_scattering More blue light gets scattered during the day as there is a shorter path for the light to traverse. At dusk the light travel through a longer path and all the blue light gets scattered away leaving mostly red. Probably a vapour trail high in the sky and suffering the effects of the above scattering and looking orange.
