It's a semi-permanent three-card-monty stall.

The guy who mans it is only there on Saturdays. He has a stack of business cards on the table then and hands them out if you show interest... I think he's selling little tables (really).

Surely he's not supposed to have a table permanently on the pavement? Why can't he just bring it along on Saturdays?

He probably decided that - having tried to sell "TV Tables" at ?11.99 all day and heard more "Twelve quid for a bit of plywood!? You're havin' a laugh!" than "Oh look darling, just what we need." - he'd leave it there in the hope that it would arouse comment or interest.

Or he's just lazy/stupid.
