It does seem disproportionate in view of the national implications of the case. In the ordinary course of things, Southwark, Lewisham, Lambeth and Greenwich share the costs of all coroner's inquests for the Inner South London office. It's possible for the Coroner to make a special order about who should pay the costs of the inquest (the MPA for example), but otherwise the normal rule will apply, unless some kind of special deal can be reached with the Home Office.
