Will echo Sean's summary, atmosphere wise it's one of the best games I've watched; but it does have more in common with film than it does with game. As an fps it's never challenging, and though they've tried to steer you toward creative combined use of the plasmids (left trigger, spells basically) and weapons (right trigger, usual fare), you generally just end up setting the baddies on fire then blasting them with a shotgun. It's so beautifully rendered and the attention to detail is awesome. It makes a 1940s, art deco world existing under the ocean to a django reinhart soundtrack, utterly believable. Strong story well presented too. If you've played the Biohocks (yep Sean, System Shocks) and Deus Ex you'll have an idea; it feels like the former and plays like the latter. *edited for about a billion typos*
